Republican efforts to reshape congressional districts in Texas and Florida were designed to strengthen the party’s position in the U.S. House, but several targeted races are proving more competitive than expected ahead of the November midterm elections.
The new maps were part of a broader mid-decade redistricting campaign that followed President Donald Trump’s push for Republican-led states to redraw congressional boundaries. Across Texas and Florida, Republicans had hoped the changes could produce as many as nine additional House seats.
However, voter concerns about the economy, immigration policy and other issues surrounding the Trump administration have complicated the political environment in some of the districts targeted by Republicans.
Texas Map Creates New Republican Opportunities
Texas Republicans controlled 25 of the state’s 38 House seats following the 2024 election. The newly drawn congressional map was designed to create opportunities for Republicans to increase that number substantially.
One of the key areas is the Rio Grande Valley, a heavily Latino region that shifted toward Trump in the 2024 presidential election.
Eric Flores, a former federal prosecutor and Army National Guard infantry captain, is running in the newly configured 34th Congressional District against Democratic Rep. Vicente Gonzalez. Trump carried the district by about 10 percentage points in 2024, but Flores has acknowledged that the contest remains competitive.
Flores has received Trump’s endorsement but has also emphasized his own record and positions as he seeks support beyond the Republican base.
Latino Voters Could Be Crucial
The political behavior of Latino voters has become a major factor in several Texas races.
Republicans benefited from significant Latino support for Trump in 2024 and used those results when designing the new congressional map. But recent reporting indicates that some Latino voters are again expressing concerns about inflation, fuel prices and the administration’s immigration policies.
The issue is particularly visible in Texas’ 15th Congressional District, where Republican Rep. Monica De La Cruz is facing Democratic candidate Bobby Pulido, a well-known Tejano singer making his first congressional campaign.
The district’s new boundaries gave Trump a substantially larger margin in the 2024 presidential election than under its previous configuration. Nevertheless, polling and campaign activity have shown that the race remains competitive.
Florida Republicans Also Face Competitive Races
Florida Republicans pursued a similar strategy.
The GOP already held 20 of the state’s 28 House seats and sought to increase that advantage to 24 through the new congressional map. Several Democratic incumbents were placed in districts that were more favorable to Republicans based on the 2024 results.
Among the Democrats affected were Reps. Kathy Castor in the Tampa area and Darren Soto near Orlando. The new boundaries made their reelection campaigns more difficult on paper, although Democrats are continuing to compete aggressively.
The redistricting also changed the political geography of South Florida, where Democratic Reps. Jared Moskowitz and Debbie Wasserman Schultz faced changes to their districts.
Candidates and Local Issues Could Alter the Picture
The new maps may provide one party with a structural advantage, but individual candidates and local concerns remain important.
In Florida, Democratic candidate Pia Dandiya entered the race despite the district’s Republican-leaning boundaries. Her campaign reflects the possibility that candidates can compete in districts that appear difficult based on presidential voting patterns alone.
Republicans, meanwhile, argue that the new maps, candidate recruitment and financial resources still provide them with significant advantages.
House Republicans spokesman Mike Marinella said the party has a favorable map, strong fundraising and candidates capable of competing effectively.
National Issues Are Shaping Local Contests
Several national issues are influencing the races.
Republican candidates are campaigning amid concerns about the economy, tariffs, immigration enforcement and the continuing conflict involving Iran. These issues have created challenges even in districts that were redrawn to favor Republican candidates.
At the same time, Republican campaign organizations are continuing to spend heavily to protect vulnerable seats. Reuters reported that major Republican groups had recently begun spending in dozens of House races that previously had not received significant national attention, reflecting increased competition in traditionally Republican areas.
President Trump has also announced an extensive campaign schedule ahead of the Nov. 3 election, including visits to states where Republicans are facing competitive contests.
Redistricting Has Changed the 2026 House Map
Texas and Florida are part of a much larger nationwide redistricting effort.
New congressional maps are being used in nine states for the 2026 election, including Texas, Florida, Alabama, California, Louisiana, North Carolina, Ohio, Tennessee and Utah. The changes have moved millions of voters into new congressional districts.
The redistricting campaign began after Trump urged Republican-led states to reconsider their congressional boundaries. Democratic-led California responded with its own redistricting effort, creating a broader national battle over House district lines.
What the Races Could Mean for the House
The Texas and Florida contests demonstrate that a favorable congressional map does not automatically determine how voters will behave.
Republicans designed the new districts using recent election results as an important reference, but candidates must still compete with changing voter attitudes and local political conditions.
With the November election approaching, campaigns in both states are increasing their advertising, organizing and candidate appearances. The results will provide a measure of how much influence redistricting has had compared with national political trends and individual candidates.
